Leak in Upstairs Apartment: Management Company Responsible??

    Basically there are 2 issues.

1.) The apartment upstairs had a leak and came down through one of the light fittings in the bathroom to the extent that the light fitting came loose and part of the celing has to be replaced. This leak also caused some damp and mould in our bedroom. Absolutely nothing has been done about this yet!!!

2.) We had a problem with a fitting on the back of our toilet about a year ago. As far as we can tell it was exactly the same problem as the upstairs apartment and a few others. I think they were all installed incorrectly. The area where the issue was is behind some tiles and a wooden cover so we didn't notice it till the damage was already done.
When we had the original problem with this the part was fixed (supposedly) an the damaged section of the floor was replaced, not completely but just patched.
This time the entire floor was replaced as we said we did not want 3 partial floors!!! Now the management company have presented us with a EUR1000 bill for the 'extra' section of the floor that was replaced?

    Any advice welcome.
