Green Cards and Work Permits

    Does anyone have any experience in these?
    We have a US client who has formed a company in Ireland and applied for a green card for some of their US employees. Dept Ent, tade & employment refused the application becuase the company hasnt been trading in Ireland for long enough. The thing is, its a newly formed company trying to establish itself in Ireland and wants to send their own people to set it up, therefore company cannot start trading until their staff get a green card. I cant seem to get any joy out of the dept and trying to explain over the phone to a civil servant who comes in for 3 hours in the morning is exasperating.

    Any info would be appreciated.
