Clipped car at unparking

A good friend has clipped a parked car when unparking. She looked at the "victim" (it was dark), thought it was nothing, and drove away. Then she found a significant scratch on her car, and now thinks she may have left a scratch on that other one as well. She does not remember the other car's number.

What should she do now to comply with the law and common practice?

If she has the reg of the other car then she maybe able to go to a Garda station and they can trace the owner and ask them to contact her.
