    Here's the deal:

Every player has marked his/her ball on the green.

The first player to putt confuses their ball marker with a playing partners.

As soon as they put the ball down and take away the marker they realise their mistake and remark the ball.

    Is there a penalty

No penalty I would think since a stroke wasn't made and since you are entitled to mark and lift more than once...
