every few days this problem happens

every so often this weird type of lag happens. for example on cs source, i'll click ok to the rules, the window disappears, 10 seconds later the team select comes up, i click terrorist, 10 seconds later the character select comes up, i click a character, the window goes away and i am not on t until a while, then when i am on t, i spawn, i press b to buy gun, i click desert eagle, the buy window dissappears, nothing happens, i dont get hte gun. so i run forwards and to run fasdter i click q to get my knife out, it flicks like its coming out for a split second and then it is pistol again, so i have to stand perfectly still to be able to switch from pistol to knife and vice versa. if i type in a message, it takes like 20 seconds for it to show up.

but there is no real visible lagginess when im running, my ping is low etc.

i am thinking it must be something to do wiht internet, because when i play offline by clikcing create server, it doesnt happen there.

it's not my router because if i connect directly to modem it still happens

it's not my firewall becasue if i disable it it still happens

what's your connection speed??

other than connection speed i'd say take your question to the CS forum. they might be able to answer your q better. i play CS the odd time, and any time i've had lag its because i've had summit hogging my bandwith; ie. downloads etc...
