WSOP Main event, question on some action?

    Just watching the WSOP main event n ESPN.

    Ok on one table it was a russians guy to bet, he had a stack in his hand pushed it forward, then pulled it back and put roughly half the chips in that was in original that he pushed forward the first time.

    The floor manager was called and said once the chips wasn't released it wasn't a bet, so then they got another guy and he agreed once the chips wasn't released he had a right to pull them back.

    To me it was a string bet a few Pro's on the table sid it was a bad call and move like that isn't allowed.

    So who was right? Is it the same rules in Ireland?
