Back to education allowance - must be on dole for 9-12 months

    My sister recently lost her job and decided to go back to Education.
    She didn't qualify for the back to education allowance as she hasn't been signing on for 9-12 months.
    In other words the gov are encouraging people to spend a year longer on state benefit than is necessary..
    Anyone find this a bit strange ?

    The government is not encouraging people to be on the dole for a year.

    The BTEA scheme is designed for the long-term unemployed in order to get educated and back into the workforce.
