eircom connection

I have 2 issues here, but only one of them is for this forum.

Eircom guy rang me about connection for my new build. I told him I have a pipe outside the front of my site which was put in the same time as ESB and water pipes were being done and he can connect the phone line via this pipe. He said that was fine and that the pole they wish to use is 30 yards or 30 feet (can't remember which) up the grass verge from the boundry of my site. He said that I should dig a trench, 1 foot deep from my pipe to the pole. I should use a 1 inch pipe and once this is in place he will be able to connect.

Now, by the letter of the law I need a road opening licence for this and pay a guy to dig and pay for more piping and possible insurance etc. etc. (same rules as when i connected to the water mains)

I was of the opinion that eircom - much like ESB brought the service to your site and it was your job to get it from your site to the house. Is this eircom guy pulling a fast one asking me to dig up public road (well grass and muck) and do all the work for him?

Also, I signed up for a free connection offer on their website - waving the €120+ connection charge. Then I get a bill for €120+!! That's the gripe for another forum!

I'm not sure getfit, all I know is our builder is bringing line across to our house from nearest pole across the road. Whether he should or shouldn't I can't tell you - just that he is! Maybe it's to save time, or maybe it's the way things are done....hth?

When we built our house last year we had to have a road opening licence for the ESB and Eircom to dig up outside our boundary. They do the work but you have to get the licence yourself.
