Don't know where to post this please move if needs be

I am a bit puzzled.

Why are issues called 'threads' as in "I started a thread on..."

Who can lock a thread? Who can close a thread? Is there a difference?

I seem to recall a thread here in personal being closed by a mod an then a non mod moved it to another forum where it continued to be posted to.

Can a non mod member decide to move or close a thread. I am not complaining just curious

Anyone can start a thread in a forum they have access too.
A mod can lock and move threads out of the a forum they mod.
A Cmod can lock and move threads out of the Cataory they mod.
A Smod can lock and move threads all over the site.
A non mod can not move or lock threads.
