submitting a card from a casual round

Just recently got a handicap and was hoping to improve upon it. Can I submit a card from a non-competitve round that would reduce it? Was going to submit one but I was told it couldn't be taken into consideration because it wasn't in competition.

I can appreciate that there would be an issue submitting a card that would increase my handicap; but surely one that would reduce my handicap would be acceptable.

Simple answer is no. Score must be compared against standard scratch for any adjustment to be made.

This is interesting for me. I have just (re)taken up the game but am not overly interested in playing competitions (possibly this would change if I improved a lot). I generally just want to play a round every now and then with my brother or whatever or when I have a day off work, watch for improvement and use golf as a means to relax. So do I take it that without playing in competitions it is impossible to have a handicap ?

    Cheers
