There's a men's shoe shop just before the turn onto Capel St on the quays there that has a sign up for shoes up to size 16. Buying online would also probably be good for larger sizes.

Heather's on the Quays, Dublin 1 is the shop you need.

M&S do a size thirteen in some of their ranges.
