I've received requests to sell some goods to the US, up until this point i've only dealt inside of of Europe. Do I include VAT on the quotation?

Unlikely. As far as I know vat is only charged on goods sold within the EU. Tourists leaving Ireland and going home to a non-EU country can reclaim VAT on the goods they purchased while they were here. Ring the VAT section. They'll tell you in a few seconds.

You do not charge VAT on exported goods/services going to countries outside the EU.

That's assuming you're VAT registered. I don't know what happens if you're not!

Big difference between no VAT and Zero rated VAT.

    Afaik exports are zero rated

There is no VAT on goods sold to other VAT registered EU companies. Also one can import goods VAT free from UK suppliers, so long as you are a VAT registered company.
