I'm sure if UPC wanted to do it they could launch some of their own channels it'd be easy enough to start rolling out movie channels etc. They're just a server and some continuity.

I don't understand why UPC needs to get permission to launch any channel on what is a closed network. It's not like it's public broadcast spectrum.

It's one thing to force them to carry certain channels i.e. national channels or a % of community channels etc, but it's a bit ridiculous that they need to seek permission to innovate. Sky don't have this hurdle.

They do own a large part of city channel. I thought it was a bit odd too having to apply for a licence on a closed system.

Perhaps they intend to expand this to Sky at some point. I think Telewest/NTL had a shopping channel on the Sky platform at some stage.

Sounds more like what sky have on channel 999 & 998 "Make the Most out of your Sky"...

Effectively it's just part of the system's guide.

What I find ridiculous is that they had to ask for permission to include this 'channel' which is likely to be no more than a user guide for the DVR and UPC services.

    It's very restrictive.

It's a complete waste of time, money and effort for the BCI to regulate channels on cable. I mean, why bother? It's a private closed system only accessible to paying customers. I can fully understand the need to regulate the usage of the narrow range of licensed broadcast spectrum e.g. FM radio but extending that model of regulation to cable, IPTV or closed systems like MMDS or SCTV's version of MMDS is utterly ridiculous nannystatism.

They could have a public service obligation i.e. opening up community access and carrying local and national radio/tv channels, but regulating any other content is madness.

I don't know why they applied for a license for this channel. I don't really see why a license has to be provide for such rubbish.

Also UPC already have a license called Chorus TV which was supposed to replace Chorus Sport.

Indeed, and when the go and license a non-channel it is even worse, why bother with regulation at all.

UPC Executive: I know we need a license to tell people what UPC is all about and what sky is all about lets apply for a license.
BCI Executive: What a great Idea! It will be educational.
UPC Executive: Exactly what I was thinking.
BCI Executive: Good stuff I look forward to watch this channel every night with my children.
    UPC Executive: Indeed....
BCI Executive: You know you won't be able to advertise your children's channels under the new children's code we spent months on.... as did a few other quangos and an "independent" self regulatory body of the Advertisers.
UPC Executive: You know I have nothing to do.
BCI Executive: Your the most work I have had all day

    Sorry rant over.
