A trivial matter perhaps, but I have noticed on several occasions the local Cycling Gardai cycling in the dark with no rear lights. I could not see if they had lights in front. I realise they have Hi viz jackets but I am surprised they do not have or do not use lights.

Funny that, there is a requirement for a red rear reflector and a red rear light which is visible for 150 metres or so. Lights on the body, helmet or hi-viz gear is optional on top of that.
