2 Simple Questions.... or so you would think!

Hi, maybe someone can point me in the right direction here. I am in the process of starting a new Home Care business, as in care for people in the home not care of the building.:P

    I have 2 questions....

    1. Is private home care exempt from VAT? I have read that in the last budget it was made VAT exempt.

    2. Do I need a license to operate a Home Care company? I never thought I needed one but have since read that I may need one. All staff are fully qualified btw.

Now... two simple enough questions you might think. But after at least 14 phone calls and 2 hours sitting on hold and being transferred from one person to another today to various divisions in the department for trade, enterprise, and employment and to the revenue commissioners, not a single person could answer these questions for me.

    Any ideas?
