Gmail won't let me enable POP3 forwarding

Hi All I'm trying to enable POP3 downloading. I've done this loads before but now when I select "Enable POP for all mail" and click save changes, it doesn't save the changes as when I go back to check, there's no pop enabled (or disabled for that matter, just all blank radio buttons :( ) Anyone?????? HB
