    As above, get a script together. Here's a link with loads of info on writing. I't mainly for feature films, but you can get some good hints from it anyway: http://www.empirecontact.com/

    After that you have to figure out what you'll need to put it together. To be honest, if it's your first short, make it simple. If you make it too complicated, you can end up screwing yourself over. For example, two guys in a room is a lot simpler to film that ten thousand aliens fighting each other on a distant planet.

    Equipment wise, you'll need a camera, sound equipment, lights and a computer to edit the film on. You can rent the first 3 easily enough from places like Filmbase etc, but I'm not sure where you'll get use of a computer for editing.

    With all equipment, you can generally use the rule that the more expensive it is, the better, so unless you have infinite funds, renting is always a good choice.

    Get yourself some contacts. There's loads of people out there who have their own equipment and have shot films before, and they'll be happy to help. For a no-budget short film, most people will happily work for free.

    But that's not to say it won't cost you anything. You have to feed people and sometimes pay travel expenses. Add the cost of renting equipment or locations, then it can add up.

    All in all, it can be tought to get started and motivated enough to finish. But it's well worth it. Get started on the script and then search the net for local people who can help you. Sites like here and http://www.filmmakersnetwork.ie/forums/ will have loads of people willing to help.
