    Preview.app can do some basic editing but your best bet is iPhoto which is installed as part of the iLife suite. It should be on the dock. iPhoto usually opens automatically when a device containing picture files is plugged into your Mac.

    Can you give us some more details of what you're trying to do ? There are many apps capable of doing this effect but some are high end pro apps like Photoshop, Lightroom or Aperture while others like iPhoto, Preview and a few others would suit someone looking for something basic.
