    Long story short, a friend of mine who has live in Ireland for the last year and the EU for the last three years and is an Irish citizen and has been for over 5 years is being charged full international fees of 20,000 per year.

    This friend has appealed this and been rejected. Can anyone give thoughts on this please?

    Hmm, I'd look into that. As...
    In order to qualify for free fees:

    * You must be an EU national or have official refugee status and
    * You must have been living in the EU (this includes any of the accession states) for at least 3 of the 5 years before starting your course and
    * You must be undertaking a full-time undergraduate course of at least 2 years duration and
    * You must not have a previous qualification to the same level (Students who hold a National Certificate or Diploma and are progressing to degree courses may be eligible) and
    * You must not be repeating the year (although this exclusion may be waived where a student has to repeat a year due to certified serious illness)
    you are not an EU citizen but you have been residing in an EU country for 3 of the last 5 years before entering third-level education you may be eligible for EU fees.

    I think it could be the 3 year thing. Has your friend been here for more than 3 years, or about but just under 3 years?

    So, they had their Irish citizenship rescinded? What was their citizenship before that and why were they granted Irish citizenship?

    My friend is going into 2nd having paid the 1st year fees....might be the 3 out of 5 thing. But it's been 3 years now.

    There is one thing....and it's really quite extraordinary! Legally, this person lived in France, but in one of the former colonies in the Carribean which is now a part of France and therefore a part of the EU. But I actually think it's the not having had 3 out of 5 years when my friend started started....

    Not necessarily. You may need to look further into this.

    Well they use the Euro, elect French reps and a Senator and have 1 MEP. They're part of the EU. I just wonder does UCD care? With the current funding crisis they're trying to save as much money as possible.

    Surely there is a higher body you could appeal to? Contact a local MP?
