can a musician sign on while they are not on tour and doing music stuff and then sign off when they are earning money?

I know a few musicians and they are all on the dole. This seems to be the norm.

Most actors seem to sign on whenever they're out of work so why should it be any different for professional musicians?

Of course you can. How else are you supposed to survive? Unless, you try to get a job in the meantime.
I wouldn't go doing it if you were Bono or someone though.

Apparently if you are self-employed, it's difficult. If you get PAYE type jobs every now and then, it's fine.

I just spoke to a musician on the dole.
