The toilet, once flushed takes a long time to refil the water tank, as the water dribbles out into the tank. Is there anyway to control the speed of the water flow ?

the filler could be blocked theres a lot of debris in water pipes maybe it blocked it. is it the standard ball filler unit? if it is you can change the filler nozzle to a larger diameter one.

The opening on the ballvalve is controlled by a rubber diapgragm / valve which opens once the ball drops. Over time this will weaken and the opening will be less. Hence a much slower fill.

Get a new ballvalve, low pressure if your sure the toilet is fed from your attic tank. Most come with the apertures for both low pressure and high pressure anyway. You will be able to reuse your existing ball.
