Do ISPs block websites?

I'm having issues with a certain ISP when accessing a certain website. The website seems fine everywhere else. I didn't think that ISPs blocked individual sites though, just perhaps shaped the download speeds depending on your net usage. Anyone know if they block sites outright?

    thanks

I've never seen it on any of the ISP's I've used in Ireland - Eircom, UTV and NTL/UPC so I'm not sure. I did have a similar problem with an ISP in another EU country but it was a temporary thing - I couldn't open specific sites (mainly any download site, even the download page for Firefox) but it sorted itself out a few days down the line. Are you sure something on your system is not blocking the specific sites (ad blocker, firewall, IP filter, etc)? You could also try accessing the sites in question via a proxy. Try the sites from:

a website could have changed dns servers recently and this would take time to update, would explain why it works with some and not others.

To be honest, unless its child porn ISP's couldn't be bothered blocking sites...unless their in China

good points guys! thanks. One of them is now showing up again (on my phone internet) but one is still "connection refused, cannot find website" so I think the DNS theory is plausible. They are torrent sites (the two most popular ones). I'll try them on my ISP again later and see if they are back. Cheers

    This site:

never worked for me on Permanet. I've no idea why but it must have been some routing issue. It would resolve the DNS but not connect.
