    Well a heatsink and fan is just about one of the most simple parts of any PC, so unless it's visibility warped or the fan isn't working, it's more then likely that you aren't putting it on right then that it's so incredibly bad that it can't stop a CPU from reaching the maximum threshold.

    Is it fully secure, and more importantly, did you apply an even layer of fresh thermal paste when you fitted it? What are your temps like?

    I have nothing to messure the tempture on thing , thermal grease has been applied and its on securely , When the system was in warranty it did the same thing , so after replacing the mb , cpu and psu a couple of times they reaslised there was a revised part for this cpu fan , while it sounded like a harrier jump jet it resolved the hardware issue so my suspicion is down to the new fan beeing root cause of failure .
