Millionaire Raffle - can I run one?

    Ok – so what I want to know is how do you set up a lottery? Are there licences, capital requirements etc involved? Could I auction off my house if I wanted? Can you set a minimum take or the draw doesn’t happen? Could I set up a lottery like the National Lottery are doing.

    The new lotto Millionaires Raffle will take in €6 million in ticket money & give out €3.6 million in prizes, netting them a cool €2.4 million profit (obviously running costs will be deducted from this). What is to stop me or you from doing this??

    this millionaire draw is only susposed to be open to the first 300.000 buyers my friend bought one last saturday his ticket was numbered 346012
    has anyone else expirenced this ?
    a scam or what ? :confused:

    I believe the first number was 123456

    You get around a lot of it by making it a "test of skill". So you ask a question:

    "What is the capital of Ireland?"

    A: Jupiter
    B: Frakenstein
    C: Dublin

    In the ‘Lottery Wars’ way back in the 80’s/90’s when IN+M did the first one and were challenged – the initial ruling was that there had to be an ‘element of skill’ – then when some companies really started taking the Mickey (What’s 1+1?) they High court ruled that is could not be ‘colourable skill’ – a dubious and particularly grey area to define I would suggest!

    The first time the draw was held, the tickets started at 123456. Since then they've started at 000001.
