Tower being constructed near the river

    I came into Waterford on the train this morning, and just before the station, where the tracks begin to run along the river, I saw this "tower" object under construction with a crane standing over it. Can anyone tell me what it is?

    Ah, that makes sense, I should have remembered that all the roadworks are over on the other side of the river.

    There's no pillars underneath it. The whole weight of the bridge is supported by the cables coming out from the giant mast.
