i've been there as stopoff on a flight back from oz and there was no shortage of ring shops at the airport, it seems to be a popular enough place for people to get their jewellery and i've heard of people going there specifically for that, so I'd say so.

my best advice with it (and everything else) is to do your research before you go.

make sure you have a good very specific idea of what you wan to leave there with and how much you want to pay for it.

choose your gold and the four C's of your main stone (COLOR, CLARITY, CUT, CARAT)and what the implications are for each.

check online and read at least a couple of guides on getting the best stone and be wary that creative lighting in jewellers has been making crap stones sell well for years. what sparkles like mad under their lights may well be dull and lifeless due to being poorly cut.

a really good craftsman can do a much better job of cutting an average stone than a crappy cutter can do on a good stone. the cut itself will go a long way to determining the amount of sparkle a diamon (or any other stone has). The way it is cut determines how much of the light that hits the stone is reflected back out of it's face and how much sparkle it has in normal light.

just gather as much info as you possiblt can online first bfore you go over and be sure to be in contact with a few jewellers over the before you even book yuor flight.

...and make sure that the cert is for the stone you buy, not for a different stone.
