Obtaining new on-premise liquor license

    My wife (Irish citizen) and I are relocating to Cork City from the U.S.A. and wish to open a small wine bar with a bit of food. We currently own several wine bars in New York and Seattle. Is there any way to obtain an on-premise license without purchasing an existing license? Does the amount of food you serve make a difference in licensing? Does a new restaurant need to purchase an existing on-premise licnese? Do the licensing requirements differ for beer/wine vs spirits (hard alcohol).:confused:

    A wine licence is easy to obtain, you can apply for it yourself or get an accountant to do it for you, it costs 250euro.
