Water Pump not maintaining Pressure.

    This may be slightly off topic here so please change to a more suitable section if you see fit to Mods :)

    A local group water scheme that i am involved with is having problems with a double pump they are running.
    When water pressure drops to a certain level the pumps kick in as they are supposed to and build the pressure to the required levels. All well and good except that the water pressure keeps dropping regardless of the water draw on it. The pressure drop and pressure build up takes about 5 minutes now. The build up time is 5-10 seconds!!
    We have got to the point where after the pumps have turned themselves off we close off both the inlet and outlet valves. But still the pressure drops.
    there are no water or air leaks.
    Anyone got any idea what the problem could be??
    Previous to this the pressure in the system built up and held rock steady until there was water usage down the line.
