Very simple, from manufacturers like Steyr, FN, etc.. after the government starts a tendering proces and the military does the technical testing purchases are being made. Nothing sinister about it, all very much above board and documented. As for soldiers in the field a bit of scrounging and gathering not strictly official issue equipment has been happening ever since soldiers exist. I wouldn't be surprised that a good few Romans were carrying around an odd sling or blade that wasn't strictly legion issue either. The most famous stories in recent history must have been the Germans on the Eastern Front in WWII. Russian weaponry and especially felt boots were prized pieces of kit as the German official issue stuff was in no way as good in harsh winter conditions as the Russian equipment ( if it got to the front at all regardless of the efforts of the Party and the Commisars to screw everything up ).

A lot of Soviet gear managed to make its way to the western front.
Saw a photo of US troops in France and one of them had a PPSh.
