I've just received a GBP cheque for £1.76 marked A/C Payee Only.

Is it going to cost me more in bank charges than its worth?

Should I just frame it?/wipe my bum with it?/burn it?

I'd go to your bank and ask them to lodge it and waive the fee's.

Using it for emergency toilet paper could also prove useful :D

Have you not got free banking?

Free banking is for day to day stuff. This is not considered day to day and would involve a charge.

I am with Ulster Bank and have lodged a few small sterling cheques in the past - they just give me the current exchange rate and no other fees are charged. (Haven't done it for about a year now though)
