I am booking a hotel now for me and a friend but I am paying with my parents credit card. It says "The name and billing address provided must match the credit card that is used to reserve your room."
The name on the credit card is different to the two people staying. Will this be a problem?

No it shouldn't be - that statement just means the address that you put in must be your parents address (assuming they use their address on their credit card) - you would also want to check with the hotel if they need to actually have the card on arrival.

Some hotels will require that you have the card with you when checking in and some even put a preauthorisation charge on it depending on where you stay.

I agree, if you pay with the credit card they will ask you for the card and the id.
Instead of having fun don't risk to go looking for a place to sleep when you get there.
