    Is It Just Your Inside Leg Measurement U Go By,Or Does Height Matter. H=173 Cm L=87 Cm thats A Tight Meaurement. For Road Bike With Mountian Bike Style Handle Bars. I Have A Bike On Order,Frame Size 21.5" Will It Do.

    The one I'd go by is inside leg by 1.09 as the distance between the saddle and the pedal with the crank in line with the tube.

    Then you have to take into account how high the bottom bracket is mainly so the crossbar isn't too high to stop you putting a foot in comfort.

    Mountain bikes have sloping crossbars, some people prefer smaller more rigid frame and longer stems for saddle / handle bar so it sounds roughly right for someone your size.
