    As the title says.

I've seen it around college a while. As far as I know it's not a pre-'87 Irish reg.

Tricky, looks a Scandinavian plate but they have a tax disc on the rear plate. Also numbers come after letters.
    Estonia?

German moped plate for engines up to 50 cc.

The colour of the lettering changes every year (01.03.)
The black letters indicate that this is currently insured (there should be a 2008 at the bottom of the plate)

    Cool!
Mopeds (including scooters), bicycles with auxiliary engine (mopeds), health motorized lifts and four light motor vehicles is the beginning of a new insurance year - that always begins on 1 March of each year and is valid for one year - a new colour code. Thus, even from afar to detect whether a vehicle is actually civil liability insurance. The letters stand for the insurance company, which spends the sign (proof of an existing liability insurance). Who without a valid insurance runs mark, has no insurance coverage and is punishable by law.

    Motorcycle plates

From 1.3.2008: black (colour RAL 9005)

From 1.3.2009: blue (colour RAL 5012)

From 1.3.2010: green (colour RAL 6010)

Then repeat the colors in that order. In addition, at the bottom of the transport year by the indication of the calendar year to designate where it starts.

No mention of white background though.
