Im creating a website for a college project. Im doing everything in photoshop. But can someone tell me in photoshop how do I create text where once your mouse hovers over it, the text will change like have a glow sort of effect or basically stand out from the rest of the links so you know you over the right link?

Is this even possible in photoshop? If you could direct me to a site on how to do it or anything like that it would be great.

Rollovers is the word you're looking for.

Then Google 'javascript rollover graphics how to'

At a quick glance, one of the links 1, 2 and 5 should do the trick for you

It's definitely not possible in PhotoShop itself, but if you use ImageReady (one of the semi-hidden add-ons for PhotoShop) it can be done.
