I'm can't picture what you're describing. Do you mean a security seal or something? Got any pics?

if you look below where it says "Wodka", there is a hologram, and the writing below the hologram, says please tear off, and part of the label is perforated.

I tore it off.. but there is nothing behind it.. nor is there anything on the rear of the bit i tore off

Sounds like an anti-counterfeit measure. Dunno why they'd want you to remove it, though.

They do it on some Australian wines aswell, It s so that if your drinking one in a friends house of someone wants you to pick one up you can bring the tab into the shop and show them. Its handy you wouldnt' believe how many people come in and as you if they know what they were drinking last night cause it was lovely.

Well if it were me, I'd have put something under the tear-off bit that said "Do not buy this bottle or you'll be needing all your future labels in braille."

    Oh those Ozzies.

They should make labels like that for everything; whenever you want something instead of opening your mouth like a sucker, just hand your girlfriend a piece of paper that says e.g. 4 Spaten, and let her off. How could she refuse if it's written down?
