Why are they so so much more expensive than .com or .co.uk?

Because it's a managed doman, not just anyone can get a .ie. Then add the Irish "just coz" tax, reseller margin (for dealing with the manual process) and you get a more expensive domain.

In common with a lot of ccTLD domains they aren't fully automated.
The IEDR also have to manually check each and every domain registration request, which is why you don't see many phishing / fraud sites setup using .ie

At around 20 euro per year, .ie is about 4 times more than a .com, but is not much more / in around the same price as many other ccTLD's.

    Have a look at this:
    http://www.domainregistry.ie/QuickGuideToRegistrations.php

If its a business, applying with your business number from the CRO should be sufficent.
