What exactly do you mean when you say painting plastic? Don't want to be a smart arse here, but it will affect answers on your other questions, ie you'll need to take different procedures and use different paints when you intend to paint plastic kits or let's say garden furniture.

The best? Hard to answer. Again, it depends, but in general Iwata, Richpen supposed to be the best /and the most expensive/. Badger/Revell, Grex, Hansa, Infinity, Paache, even DeVilbiss are another good brands and you can't get wrong if you'd buy one of these as your 1st gun. But keep well away from cheap China made imports and 2nd hand eBay offers. It's not worth it at the end.

If you know how to use rattlecan then you can get perfect finish out of it. Now, again, there's a catch in the question. You shouldn't use airbrush on area bigger than is palm of your hand /flat surface, not model making/ if you'd like to get proper coverage and nice finish on larger areas you have to use mini gun /touch-up gun or big automotive spray gun...
