Anyone know start-time, chip stacks, blinds structure etc. for this

Also how many tickets are up for grabs (last year it was half tickets,half cash - is it the same this year?)

last yr, i seem recall approx 56 tickets we won for the IO

I take it its a crapshoot then - 2000 starting chips is on the small side - i mean it should be min. 3000 - and ideally 5000 with an earlier start

It is unlimited rebuys so you can't really have too many chips in play or it will go on ages. It is of course going to be a bit of crapshoot. I think the issue last year with the half cash half ticket thing was due to having very few seats left for the event, and shouldn't be as much of an issue this year if an issue at all imo
