I take it your Q is whether he will be rejected at passport control as he tries to enter Thailand?

    Try http://www.delta.com/planning_reservations/plan_flight/international_travel_information/visa_passport_information/index.jsp

    National IRELAND (REPUBLIC OF) (IE)
    Destination THAILAND (TH)

    THAILAND (TH)

Passport required, which must be valid at least 6 months and
    in good condition.

    1. If travelling for touristic purposes:

visa not required for a max. stay of 30 days.
Extension possible. Fee THB 1,900.- (1 photo required).
Note: there is a max. limit of a total of 90 days stay
within any 6 month period. Return/onward ticket is required.

Maybe he should get a ticket from Thailand to a country in the region? He won't have to use that.
Anyway, best of luck to your brother.

    Exactly!

I was there three weeks ago and all I had to do was fill out a form with return information but airport is saying they have to have proof:confused:

Friends of mine went to thailand, spent 28 days there, went over the border (cant remember which), stayed a day in other country then came back for a new 30 day visa. Was a couple years ago now.

Buy an onward ticket from Thailand to an non-Thai destination and I think he should be ok - check out some of the low cost airlines in the region

yeah just buy a one way ticket with air asia and you should get around that. doubt you'd be refused tbh tho!

Thanks guys, he got there. Bought a flight back to Heathrow via Sri Lanka lol so he is sorted. Told in the airport he would not be allowed in without proof of departure.
