How tricky/possible/expensive would it be to build an interactive audio app/game?

I have a music website and I've been thinking of some sort of interactive game or app where by visitors have a basic mixer and/or audio editor and can create their own little mix of a songs parts them selves. How difficult and expensive would this be to produce?
