rental allowance question

I visited my local health board and got information on the rental allowance. One thing stuck with me that I'm not sure I'm right on. The person said I can only get the allowance on rents up to €100 and will get nothing for anything more. In other words I get nothing if the rent is say €150 a week. Is this correct?
