What is best spec for external extension walls

We are about to extend existing home. Architect has specified external walls as 100mm block outerleaf plastered, 100mm cavity to include 60mm polyeurethene board, 100mm block inner leaf plastered A builder has quoted job but has different spec for walls.... 230mm cavity block with insulated slab internally and skim finish.…

You will need to know the thickness and exact spec of the insulation being proposed before any meaningful decisions can be arrived at.
