Paypal dispute, when to escalate to claim?

    I started a paypal dispute against a guy that was selling unlocking services for phones. I paid him what it said it cost to unlock my phone. The software supplied would not do the job. I emailed him and he said that "Your phone is special and you will have to pay more". I am not happy and I want a refund.

    CID52 versions require a special procedure to complete the unlock. It is also done using the D-client program. However it requires 2 credits instead of 1 to complete the unlock and will cost an extra $12.00 .


    I started a dispute and he has not answered me or refunded me. When a good time to escalate to a claim? 1 day, a week, 2 weeks?

    Since you were already in contact with him before the dispute, I'd escalate now. It'll get him to get a move on if nothing else. There's an option when escalating to say you've already been in touch with the seller and he's not responding.

    Waste of time as paypal rejected my claim within 1 min of submitting it.
    Our investigation into your claim is complete. As stated in our User
    Agreement, the claims process only applies to the shipment of goods. It
    does not apply to complaints about the attributes or quality of goods
    received. Therefore, we are unable to reverse this transaction or issue a
    refund.
    As it was a service and not goods they don't want to deal with it.

    Where can I go from here?
    Reissue the dispute?

    Might want to go to the card provider so and ask about a charge back given the service you paid for was not forthcoming. Select "disputed charges" when you ring up.

    You might have some more luck with a claim through eBay and not PayPal - not sure how the eBay claims work but with PayPal anything intangible (services, digital items etc) can not be claimed against.

    Was not an ebay sale sadly:( Just a merchant that accepts paypal.

    What he sent me did flash the phone but did not unlock it.

    Ah, well in that case if you want your money back you would have to go down the chargeback route.

    What I would also be thinking here though is, is it worth 2x 12.99 to get your phone unlocked and do you trust the guy to actually unlock the phone if you paid him again. If not then call your CC company.
