Covering for Higher Grade in Civil Service - Union stance

    Hi,

    There is a situation in a civil service office where a role is being filled by an Executive Officer. It is a highly stressful position too.

    When the EO is not in a Clerical Officer is expected to cover this position. I would like to know does anybody know what the Union (CPSU) position would be on this situation. Does anyone know?

    I was under the impression that a CO wouldn't be allowed to cover an EO position. The CO in question is not an acting EO either.

    It depends on whether the post is vacant or not rather than if it is just somebody out on holidays or short term sickness. If there is a vacant post the union can seek to negotiate an acting up allowance. If it is filling in for the day every so often the union has to try and have a CO post upgraded.

    Did you contact the CPSU rep in your Department? Has the situation come up under the upward feedback on PMDS?

    I spoke with the CPSU today. I contacted them on behalf of the CO but they wanted to speak to the person in question directly. That's understandable.

    Anyway they did tell me that in this situation the CO should be getting an acting up allowance. The sitation is going to be discussed, sometime this week I hope.
