Cheque Fraud

A friend of mine lost a signed cheque.
Somebody found that cheque and cashed it.
Assuming they made it out to cash,do they have to provide ID to withdraw the money or can they walk out of the bank with cash in hand.
Is there anyway of tracing this person?
Who is liable assuming the thief is not caught?
Any help would be very much appreciated.
    Thanks.

Well if they made it out to cash and then walked into a bank to cash it they would have to have shown id (Teller is to record some info from id on back of chq)if the bank personal did not know them. There should be video footage to trace it.

Or, if they simple cashed it in a pub or somewhere like that then theres really nothing you can do unless the Garda follow it up.

I would think that the person whom sign the blank chq is liable for it. Nothing the bank can do now.

Was it much? Why did they not cancel the chq??

From the info given I'd say its a lost cause.
