I took this shot in INEC Killarney Sunday (All Ireland Final). Flash was prohibited, This photo is a relation of mine and they would love it blown up, But there is some blur mainly on her left leg. I shot the event at shutter 200 aperture 2.8, ISO 800
How would I go about taken out the blur in P/S, All help appreciated

I suspect it would be very difficult to have a photographer take out the blur via photoshop. You would be better asking a digital artist about how to manipulate the image in such a big way (most photographers I know have only a light knowledge of photoshop (compared to the true potential power of the programme)). There seems to be quite a bit of motion blur in the whole image overall, maybe some USM sharpening might help a bit or a B&W conversion?

Picture wise - it might have been wiser to push to ISO 1600 and a shutter speed of 1/500 sec. But that doesn't help you much right now unfortunately.

High Pass sharpening might do it a favour or two, but won't recover the whole thing.

hmm I ran it through PS with High Pass Sharpening and came up with this (attachment). I ran a 0.4 HP (High Pass Sharpening) X2 and a 1.4 HP, so if you try it in PS it should have 3 high pass sharpening layers.
I did a little tutorial on it before take a look at HP Sharpening.
Remember 0.4 HP * 2 does not equal a 0.8 HP :) run a 0.4 and then duplicate the layer. The right leg is blurred, not much to do there, but the girl/hair came up pretty well.
