does anyone know are there any cash games around (not home games obviously) where average stacks would be about €20-€50, or are people just not interested in these? And if so, would it be safe to assume that the standard wouldn't be too high?

most of the places around town have a 50 minimum buy-in for their 1/2 games, but that's hardly conducive to 'playing poker'

average stack would obviously be a lot larger, depending on the game and players but usually at least 200 and sometimes a lot, lot more

I've never seen any smaller games unless it's dealers etc playing side games for their own amusement

Cool Hand Lukes has a smaller game. I'm sure Bohsman will be along with the details. I believe its popular with student types.

Cool Hand Lukes sometimes get a €25 max buy in or €50 max pl game going in the early evening. Not sure if it's on set nights but i think it runs on Thursday evenings?

Cool Hand Lukes have a 10min 25max game that runs semi regularly - if 2-3 people come in for it it should start as a few of the dealers like playing it, its usually pot limit holdem, sometimes no limit but games like omaha, stud and indian head poker have all been played.

If theres a few of you interested try to find a time that suits you all and try to get it going for that time regularly.
