Not sure where to start

    Hi guys,
    I've lost a lot of weight in the past year and I want to spend this year toning up and lose a bit more. I'm 23, female, 5'6" and weigh 10st 10lbs currently.
    I think I'd like to weigh 9st but obviously I'll adjust that if it looks ridiculous. I'm a size 12 and want to be a size 10. I had a great diet last year but in the past month I've started to get back into old habits. I'm doing my best to curb this. I'm hoping if I reach my goal it will be incentive enough.
    I am a member of a gym but I'm not sure if I'm taking full advantage. I love working out and will spend 1-2hours there.
    The three sections I want to concentrate on are my mid-section, inner thighs and upper arms (I have bingo wings!). Should I spend more time on cardio to lose weight or should I use weights to tone up?
    Can you recommend a programme that I can follow for 1-2hours when I go. I'd prefer to know I spend 15 mins on treadmill, 15 on crosstrainer etc.
