What two teams have won every match they played in a five nations tournament, without being the winners of the tournament?

Ireland would have been one back in 1972. They beat England and France (twice) but Wales and Scotland, er, "declined" to come to Dublin in the fraught post-Bloody Sunday atmosphere.

Have to think about the other one.

    Correct.

The other team was Wales in the same tournament.
