VAT on exports

    I am building an online (retail)shop for a client who will be selling to the US and europe. I have searched in vain for a simple explanation of the vat procedure: what I have discovered ( I think ) so far is ....
    for sales to eu residents - charge vat at irish rates
    sales to other countries -- dont charge vat

    could someone confirm or correct this.

    what about liability would i be best advised telling the client to get professional accounting advice or is it a no brainer ?
